Shouldn't the ice still be in focus? That is instead of seeing the water we see the reflection. So on the ice - instead of seeing the reflection we should see the surface of the ice? The opaque surface?

Used a PL filter to choose what i wanted to be reflected :) with regards to the focus points.. umm, i cant explain the physics! using a zoom maybe?

I think this would work better if the area of water to the upper right was in focus as well. It doesn't look like motion blur and it is on the same focal plane. So I am assuming that it was post processing to introduce a selective blur? For me - this actually harms the image more than assists it.
