I see the contrasty, wet reflections on the paved surface and it says "rainy day" to me. It seems to me that this is a rainy background in search of a subject. The focus of the shot is the first third of the frame, but other than wet, partial reflections, there is nothing there. Maybe I'm missing something in this otherwise artistic image.
