Yes, folks, as some of you know, this is an image from a professional shoot that I was one of several photographers/cinematographers participating in. This is from a promotional shoot for NBC's drama series "Trauma", a show about paramedics. This is, of course, a very collaborative work, very large crew and professional actors, pryo technicians making the big booms and flames, etc...
During the post production of these Promo's I treated thousands of frames of motion video using batch mode in Photoshop so I could get this "look" across the different shots. This look was a multi-layered stack with a couple of different Nik plugin's applied in a action. That action was run on the whole image sequence in batch mode, 24 frames per second.

@Craig, answer is both...DSLR in video mode...
NBC has for some time now been using a variety of Digital cameras to acquire footage and still photography for promotional piece. We haven't shot film for a good while now. We used to shoot all this stuff on 35mm motion picture film and the telecine the film negative to get to video.
We have been using among others:
Canon 5D, Nikon D90 (mine), Red, Phantom HD...

I knew I should have shot something 'cinematic' during the G20 when Toronto had plenty of burning police cars and fleeing cops I could have used as a backdrop ;)

@Kettelarij, I was sitting on a small wooden box called an apple box, shooting in HD video mode there was a bigger camera on a big crane arm moving in the same area. We had about 6 cameras rolling and shooting stills on this big effects shot. The actors continued to run forward till past the cameras.

I'm not a fan of the LAPD or California Highway Patrol. However its hard to pass up on a driving HWY 1 , 395, 14, 120, 54, and others.
I just do it during their Doughnut brake.
